Moving freely: what the street does to a woman's journey

A study in Lahore measuring how the physical condition of transport infrastructure — footpaths, lighting, crossings, the walk to the stop — shapes how far women travel and how often they are harassed on the way.

The premise

If a woman cannot move through a city, she cannot work, study or earn in it.

Urban mobility is a precondition for women's economic participation, not a convenience alongside it. In patriarchal settings that mobility is usually explained by social norms alone — permission, chaperones, reputation. Much less is said about the street itself: the missing footpath, the unlit stretch, the crossing with no signal, the last few hundred metres between a bus stop and a front door. This study treats that physical environment as a variable, and measures it.

The gap we are addressing

Norms are studied. Pavements are not.

Existing work on female mobility in South Asia concentrates on socio-cultural constraint. Where infrastructure appears, it appears in aggregate — a corridor exists or it does not. That resolution is too coarse to guide a transport authority's spending.

We isolate the effect of granular physical conditions on two outcomes: how far and how freely women travel, and how often they are harassed or otherwise victimised while doing so.

Segment-level infrastructure audit

Footpath continuity, lighting, crossings, stop design, sightlines and surveillance coverage recorded street segment by street segment rather than route by route.

Travel and victimisation survey

Women's reported trips, trips avoided, and incidents experienced, matched to the segments they actually walk and wait on.

Quantitative isolation of effects

Holding household and social factors constant, so what remains is attributable to the built environment itself.

Walk-alongs and interviews

Qualitative work with women commuters, students and transit staff to explain the patterns the numbers show.

The last-mile penalty

A mass transit corridor can be well built and still unusable, because the journey does not begin at the station. It begins at the door.

The walk decides the trip

The approach to a stop — its surface, lighting and how exposed it is — carries more weight in whether a journey happens than the vehicle at the end of it.

Avoidance is invisible in ridership

Trips never taken leave no trace in transit data. Counting them changes what a corridor's performance actually looks like.

Being seen is being safer

Pervasive, visible surveillance of the walking environment — lighting, sightlines, staffed presence, cameras — tracks with lower reported victimisation.

Recommendations

What we are putting to the PMTA

Evidence-based, and written to be acted on within an existing capital budget rather than a new one.

Treat the last mile as part of the network

Fund and maintain the walking approach to stops as transit infrastructure, with the same standards and inspection regime as the corridor itself.

Shift capital toward pervasive visibility

Prioritise continuous lighting, open sightlines and monitored coverage across the whole walking environment over showpiece spending at a few stations.

Measure the trips that never happen

Add avoidance and incident reporting to routine monitoring, disaggregated by gender, so safety failures show up as performance failures.

Audit segments, not corridors

Adopt segment-level safety audits as a standing instrument, so maintenance money reaches the specific stretches that suppress women's travel.

Why it matters

Spatial barriers are economic barriers

Every stretch of unlit, broken or exposed street between a home and a bus stop narrows the set of jobs a woman can take and the institutions she can study at. Dismantling those barriers is transport work, but the return is counted in employment and education.
